﻿{"id":2054,"date":"2026-03-20T00:20:40","date_gmt":"2026-03-19T20:20:40","guid":{"rendered":"https:\/\/nanobuild.ru\/en_EN\/?page_id=2054"},"modified":"2026-04-09T08:23:45","modified_gmt":"2026-04-09T04:23:45","slug":"personal-data-processing-policy","status":"publish","type":"page","link":"https:\/\/nanobuild.ru\/en_EN\/personal-data-processing-policy\/","title":{"rendered":"Personal Data Processing Policy"},"content":{"rendered":"<p style=\"font-weight: 400;\"><strong>Personal Data Processing Policy <\/strong><strong>(for Authors, Reviewers, and Readers)<\/strong><\/p>\n<p style=\"font-weight: 400;\">The Editorial Board of the Electronic Publication &#8220;Nanotechnology in Construction: A Scientific Internet Journal&#8221; has established its policy regarding the processing of personal data of <strong>authors, editors, reviewers, and readers<\/strong> in accordance with the Provisions of the Federal Law of the Russian Federation dated July 27, 2006, No. 152-Federal Law&#8221;On Personal Data&#8221; (hereinafter referred to as the &#8220;Personal Data Law&#8221;). This policy is aimed to ensure the protection of human and civil rights and freedoms during the personal data processing, including the protection of the right to privacy, personal privacy, and family confidentiality.<\/p>\n<ol>\n<li><strong>General Provisions and <\/strong><strong>References<\/strong><\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">The Journal&#8217;s Editorial Board acts as the personal data Operator. &#8220;Personal data&#8221; refers to any information relating directly or indirectly to an identified or identifiable individual person (personal data subject) that enables communication with said person, namely:<\/p>\n<ul>\n<li>Full name (surname, first name, patronymic);<\/li>\n<li>Position and place of employment;<\/li>\n<li>Telephone number;<\/li>\n<li>Postal code; country; residential area (city or town), address (street, building, block, apartment);<\/li>\n<li>Email address;<\/li>\n<li>Photographs;<\/li>\n<li>Identifiers (IDs) in publicly accessible scientometric databases;<\/li>\n<li>Sources of research funding;<\/li>\n<li>Contribution to the preparation of the article;<\/li>\n<li>Acknowledgements;<\/li>\n<li>Conflicts of interest, or their absence;<\/li>\n<li>IP address; date, time, and frequency of visits; cookies; anonymized data about the Website visitor collected via Internet statistics services.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">Personal data processed by the Operator are not biometric and do not belong to any special categories of personal data.<\/p>\n<p style=\"font-weight: 400;\">Processing of personal data means any action (operation) or set of actions (operations) performed with personal data by the Editorial Board, whether using automated means or not.<\/p>\n<p style=\"font-weight: 400;\">Processing of personal data includes, but is not limited to: collection; recording; systematization; accumulation; storage; refinement (updating, modification); retrieval; use; transfer (dissemination, provision, access); anonymization; blocking; deletion; and destruction of personal information.<\/p>\n<ol start=\"2\">\n<li><strong>For the purposes of the Editorial Board, the following categories of individuals are considered <\/strong><strong>S<\/strong><strong>ubjects of <\/strong><strong>P<\/strong><strong>ersonal <\/strong><strong>D<\/strong><strong>ata<\/strong>:<\/li>\n<\/ol>\n<ul>\n<li>authors of articles presenting results of scientific research, reviews, and critiques published in the journal;<\/li>\n<li>members of the Journal&#8217;s Editorial Board;<\/li>\n<li>editorial staff members of the Journal;<\/li>\n<li>reviewers of the Journal;<\/li>\n<li>readers of the J<\/li>\n<\/ul>\n<ol start=\"3\">\n<li style=\"font-weight: 400;\"><strong> Purposes of Personal Data Collection<\/strong><\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">The Editorial Board processes personal data of data subjects for the following purposes:<\/p>\n<p style=\"font-weight: 400;\">\u2014 Author identification for scientific works; facilitating the review process (with anonymization of the manuscript under review); maintaining communication with authors; pre-press preparation of articles; publication and distribution of Journal materials in accordance with the section &#8220;Terms of Copyright Assignment&#8221;: on the Journal&#8217;s website, in digital repositories, and in scientometric databases with which the Editorial Board has concluded agreements; fulfillment of obligations under transactions, contracts, and agreements; enabling communication with the Editorial Board via email or any other means;<\/p>\n<p style=\"font-weight: 400;\">\u2014 Public representation of members of the Editorial Board, Editorial Council, editors, and technical support staff on the Journal&#8217;s website (in open access) and for representing the Journal in scientometric databases and scientific communities;<\/p>\n<p style=\"font-weight: 400;\">\u2014 Organizing work on reviewing articles (according to the review system adopted in the journal);<\/p>\n<p style=\"font-weight: 400;\">\u2014 Delivery (dispatch) of printed copies of the Journal to subscribers;<\/p>\n<p style=\"font-weight: 400;\">\u2014 Ensuring the functionality and security of the Internet Journal, preventing fraud and other forms of misuse, and supporting investigations into such incidents.<\/p>\n<p style=\"font-weight: 400;\"><strong>4.Legal Grounds for Processing Personal Data<\/strong><\/p>\n<p style=\"font-weight: 400;\">4.1 The legal basis for processing personal data is the consent to personal data processing, which is provided by:<\/p>\n<p style=\"font-weight: 400;\">\u2014 A member of the Editorial Board or Editorial Council, by giving consent to join the Editorial Board or Council of the Journal;<\/p>\n<p style=\"font-weight: 400;\">\u2014 An author, who, after reviewing the Editorial Policy and Rules published on the Journal&#8217;s website and submits a manuscript and accompanying materials to the Journal via the designated editorial email address for author correspondence and submissions (info@nanobuild.ru);<\/p>\n<p style=\"font-weight: 400;\">\u2014 A reviewer, by submitting peer reviews to the Editorial Board, thereby consenting to the processing of their personal data contained therein.<\/p>\n<p style=\"font-weight: 400;\">Consent to the processing of personal data of readers may also be obtained through the use of technologies, web protocols, &#8220;cookie&#8221; files, and web markers.<\/p>\n<p style=\"font-weight: 400;\">The Editorial Board (Operator) processes personal data on the basis of the current legislation of the Russian Federation; executed transactions, contracts, and agreements concluded between the relevant parties.<\/p>\n<p style=\"font-weight: 400;\">4.2. The data subject freely, voluntarily, and in their own interest makes the decision to provide their personal data and grants consent to their processing.<\/p>\n<p style=\"font-weight: 400;\">4.3. In the event that a data subject is legally incapacitated, consent to the processing of their personal data shall be provided by the subject&#8217;s legal representative.<\/p>\n<p style=\"font-weight: 400;\">4.4. In the event of the death of a data subject, consent to the processing of their personal data shall be provided by the subject&#8217;s heirs, unless such consent was previously granted by the data subject during their lifetime.<\/p>\n<ol start=\"5\">\n<li style=\"font-weight: 400;\"><strong> The right of the personal data subject to access his personal data<\/strong><\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">5.1. The data subject has the right to receive information regarding the processing of their personal data, including the following details:<\/p>\n<ul>\n<li>Confirmation of the fact that their personal data is being processed by the Operator;<\/li>\n<li>The legal grounds and purposes for processing their personal data;<\/li>\n<li>The purposes and methods of processing applied by the Operator;<\/li>\n<li>The name and location of the Operator, as well as information about persons (excluding the Operator&#8217;s employees) who have access to the personal data or to whom such data may be disclosed under a contract with the Operator or pursuant to federal law;<\/li>\n<li>The personal data being processed that relates to the respective data subject, and the source of their acquisition, unless otherwise stipulated by federal law;<\/li>\n<li>The timeframes for processing personal data, including retention periods;<\/li>\n<li>The procedure by which the data subject may exercise their rights under this Federal Law;<\/li>\n<li>Information regarding any completed or anticipated cross-border transfer of data;<\/li>\n<li>The name or full name and address of any person processing personal data on behalf of the Operator, if such processing has been or will be delegated to that person;<\/li>\n<li>Other relevant information as required by applicable law.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">5.2. If a data subject believes that the Operator is processing their personal data in violation of the requirements of this Federal Law, or is otherwise infringing upon their rights and freedoms, the data subject has the right to appeal the actions or omissions of the Operator to the authorized body for the protection of personal data subjects&#8217; rights (e.g., Roskomnadzor), or a court of law, in accordance with established legal procedures.<\/p>\n<ol start=\"6\">\n<li style=\"font-weight: 400;\"><strong>Obligations of the Editorial Board<\/strong><\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">6.1. The Editorial Board undertakes to limit the processing of personal data strictly to the achievement of the stated purposes (see Section 3).<\/p>\n<p style=\"font-weight: 400;\">6.2. The Editorial Board is obligated to disclose personal data of all categories of data subjects to inquiry bodies, investigative authorities, and other duly authorized bodies on grounds and in accordance with the procedures established by the current legislation of the Russian Federation.<\/p>\n<p style=\"font-weight: 400;\">6.3. The Operator must provide the data subject or their representative, free of charge, with the opportunity to review the personal data relating to that data subject.<\/p>\n<p style=\"font-weight: 400;\">6.4. Within a period not exceeding seven working days from the date the data subject or their representative submits evidence confirming that the personal data are incomplete, inaccurate, or outdated, the Operator must make the necessary corrections or updates to such data.<\/p>\n<p style=\"font-weight: 400;\">6.5. Within a period not exceeding seven working days from the date the data subject or their representative submits evidence confirming that such personal data have been obtained unlawfully or are not necessary for the stated purpose of processing, the Operator must delete or destroy such personal data.<\/p>\n<p style=\"font-weight: 400;\">6.6. The Operator must notify the data subject or their representative of any corrections made and measures taken as well as take reasonable steps to notify third parties to whom the data subject&#8217;s personal data have been disclosed.<\/p>\n<ol start=\"7\">\n<li style=\"font-weight: 400;\"><strong>Procedures and Conditions for Processing Personal Data<\/strong><\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">The procedures and conditions for processing personal data are determined based on the category of the data subject and the corresponding purposes for which their personal data are used.<\/p>\n<p style=\"font-weight: 400;\">7.1. Personal data of article authors are divided into two groups:<\/p>\n<p style=\"font-weight: 400;\">1) Data intended for identity verification and communication with the Editorial (The Editorial Board is not permitted to disclose this information to third parties (except in cases stipulated in Section 5.2). These data are stored indefinitely in electronic form to address matters concerning republication, retraction of articles upon requests from third parties whose copyrights or legitimate interests have been allegedly violated, and related authorship disputes.<\/p>\n<p style=\"font-weight: 400;\">2) Data intended for publication in the Journal and representation of the author, enabling potential communication with readers, and export alongside article materials to scientometric databases: The composition of this category of personal data is determined by mutual agreement between the author and the Editorial Board during pre-press preparation. However, it must include, at a minimum, the author&#8217;s surname, first name, and patronymic; academic titles or affiliations; place of employment; and email address (at the author&#8217;s discretion: institutional\/corporate or personal).<\/p>\n<p style=\"font-weight: 400;\">7.2. Personal Data of Editorial Board Members, Editorial Council Members, Editors, and Technical Support Staff are divided into two groups:<\/p>\n<p style=\"font-weight: 400;\">1) Data intended for internal editorial operations;<\/p>\n<p style=\"font-weight: 400;\">2) Data intended for public disclosure on the Journal&#8217;s website (open access), and for representing the Journal in scientometric databases and scientific communities:<br \/>\nThe composition of personal data is determined in consultation with the respective data subjects. However, the disclosed information must not be less extensive than required to fulfill the Journal&#8217;s representation and accreditation objectives.<\/p>\n<p style=\"font-weight: 400;\">7.3. Personal data of the Journal&#8217;s reviewers are retained indefinitely by the Editorial Board, used exclusively for communication between editorial staff, editors, and reviewers, are not published on the Journal&#8217;s website, and are disclosed confidentially and solely to the e-Library platform in strict accordance with the applicable contractual agreement.<\/p>\n<ol start=\"8\">\n<li style=\"font-weight: 400;\"><strong>Information on Measures Taken to Ensure the Editorial Board&#8217;s Compliance with Obligations under the Federal Law &#8220;On Personal Data Processing&#8221;<\/strong><\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">8.1. The person responsible for the processing of personal data of members of the Editorial Council, Editorial Board, editors, and authors is the Deputy Editor-in-Chief of the Journal, appointed by the resolution of the Editorial Board.<\/p>\n<p style=\"font-weight: 400;\">8.2. The Operator reserves the right, with the consent of the data subject, to delegate the processing of personal data to another party. In such cases, the Operator retains full responsibility toward the data subject for the actions (or omissions) of the entrusted party, in accordance with applicable law.<\/p>\n<ol start=\"9\">\n<li style=\"font-weight: 400;\"><strong> Withdrawal of Consent by the Data Subject<\/strong><\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">Data subjects and their duly authorized representatives, as well as competent authorities, reserve the right to withdraw consent to the processing and storage of personal data in connection with the right to retract an unpublished or published article, provided that such withdrawal is substantiated with reasoned justification.<\/p>\n<p style=\"font-weight: 400;\">Contact address for submissions: info@nanobuild.ru<\/p>\n<p style=\"font-weight: 400;\">The Editorial Board undertakes to promptly review such requests as well as to make corresponding corrections on the Journal&#8217;s website and in its databases and to notify scientometric databases (to which Journal materials are exported) of any amendments made. However, the Editorial Board cannot guarantee that corrections will be implemented by these external databases.<\/p>\n<ol start=\"10\">\n<li><strong>A License Agreement (granting an exclusive, royalty-free license) is concluded between the Journal&#8217;s publisher, referred to as the &#8220;Licensee&#8221; and the author(s), referred to as the &#8220;Licensor(s)&#8221;. Under this Agreement, the Licensor(s) undertake(s) to provide the Licensee with consent to process their personal data without time limitation, in the form specified in Appendix No. 1 to the Agreement.<\/strong><\/li>\n<\/ol>\n<p style=\"font-weight: 400;\"><strong>Personal data provided by the Licensor(s) to the Licensee are used for the purpose of fulfilling obligations under the Agreement. The Licensee is authorized to perform the following actions with respect to the transferred personal data, using automated means or manually, including collection, systematization, accumulation, storage; updating, modification, retrieval, use; transfer (dissemination, provision, access); deletion, and destruction of personal data. <\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Withdrawal of consent to the storage and processing of personal data shall be conducted by the Licensor(s) through submission of a written notice to the Licensee.<\/strong><\/p>\n<ol start=\"11\">\n<li><strong>For readers, only the email address is used to send information about the Journal. If a reader objects to receiving such mailings, they may indicate their objection by replying to the email; in such cases, the reader will be excluded from future mailings.<\/strong><\/li>\n<li style=\"font-weight: 400;\"><strong>Timeframes for Personal Data Processing by the Editorial Board <\/strong>are determined by the specific purposes of their processing (see Section 7).<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">Personal data of authors are generally stored for the entire duration of the exclusive rights to their authored materials.<\/p>\n<p style=\"font-weight: 400;\">The Editorial Board also reserves the right to retain personal data for a period of three (3) years following the expiration of transactions, contracts, or agreements, in order to comply with applicable statutes of limitations for legal claims.<\/p>\n<p style=\"font-weight: 400;\">The Operator shall cease processing personal data in any of the following circumstances:<\/p>\n<ul>\n<li>Unlawful processing of the data is detected;<\/li>\n<li>The purpose of processing has been achieved;<\/li>\n<li>The consent period has expired, or the data subject has withdrawn their consent.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">The validity of a data subject&#8217;s consent to personal data processing is, in any case, limited by the data subject&#8217;s right to submit a written withdrawal of previously granted consent.
